Of these States the Gaeckwad's king lon as being the oldest, richest and nearest, has always been regarded as having the greatest claim upon the affection of the people. It is in on account of this relationship that your Memorialists have been moved to submit the following representation for the kind consideration of your Excellency in Council. Your Memorialists believe that your Excellency is aware of the fact that the stability of British rule is bound up with the stability of Native States a proposition that was clearly established by the painful events of 1857; as Native states which have large territories to stake in case they do anything likely to be disapproved by the paramount power, take care to act in allegiance to the British rule and thus set an example of loyalty to the common people. In view of this your Memorialists in making this representation are also moved by feelings of loyalty and desire to see the stability of the British rule in India perpetuated. 3. Your Excellency's Government is aware of the manners of princes of the royal blood in all countries. Power and wealth are necessarily attended with fickle- ness and similar weaknesses. But in the case of Native princes, particularly such political circumstances have existed as make them weak-minded men of narrow views, who have much leisure and means of luxury and whose Sirdars and subjects cannot exercise legitimate check from the overawing presence of British Residents. In the case of Baroda one aggravating circumstance requires to be added. The different Residents who had preceeded Colonel Phayre failed to discharge their duties by not inspiring the Baroda princes with proper respect for the advice of British officers and by withholding advice or rather by encouraging the princes to act as they pleased, in as much as they submitted fsvourable reports to Government from time to time. The outcome of this conduct of British Residents is that your Excellency's Govern- ment has had the necessity of suspending a prince from the exercise of power and of putting him on trial before a Court of justice.
