( १८०) मल्हारराव महाराज गायकवाड यांचा खरा इतिहास प्रयत्न केल्यावर शेवटीं विषप्रयोग करण्याचा केला आहे. बडोद्यांत जें कमिशन बसले होते, त्यांनी मल्हारराव महाराज यांच्या राज्यक रभारांतील वाईट गो- ष्टींची एक मालिकाच दाखविली आहे. आणि मलाही असा अनुभव आहे की, शेतकरी लोकांची मनें स्वस्थ नाहींत; राष्ट्रांतील बडे लोक मल्ह रराव यांस चहात नाहींत; दादाभाई यांचे राज्यकारभारास सुरुवात झाल्यापूर्वी, दिवाणी आणि फौजदारी न्यायांच्या अदालती अगदीं भ्रष्ट झाल्या होत्या; मल्हारराव महाराज यांच्या उधळेपणा विषयीं सर्व लोकांची ओरड आहे; त्यांनी एक वर्षांत सत्तर लक्ष रुपये खर्च केला असे दिसते; आणि राज्याची जमा सगळी काय ती ९४ लक्षांची आहे; गायकवा- डांच्या सरहद्दीवरील आपल्या मुलखांचे अधिकारी एका मतानें वाईट शेजाराविष- यीं गान्हाणी सांगतात, बडोदे आणि त्यांचे प्रांत हैं एक वाईट आचरणांचें आणि. कारस्थानांचें वसतिस्थानच आहे, असा सर्वत्र बभ्रा आहे. माजी रोसेंडेंट, यांस वि. षप्रयोग करण्यांत सरकारच्या मातनिधीस जे हक्क लागू आहेत, त्यांचे लाजिरवाण्या रीतीने उल्लंघन केले आहे. आणखी ब्रिटिश सरकारचे रेसिडट वुलियम्स, सदर- ळंड, आणि आऊटूराम यांस विषप्रयोग करण्याचा प्रयत्न केला होता, अथवा कर- ण्याचा विचार होता असे लौकिकांत आले होतें.

- “ I do not mean to say that in all the above instances the Gaekwar or his state
was wholly in the wrong. As little do I attribute wholly and solely to His Highness the condition of confusion, partizanship, intregue, crime, and comparative paralyza- tion of the executive, to which affairs have been reduced. On the contrary, I am of opinion that in some of the acts of reform, for which His Highness has been con- demned, the Prince may have intended well while his underlings perverted his inten- tions in administering. Again, it is obvions that the present crisis is the result of mis- government ander more than one ruler. Again, the disturbance in prices and in rents caused by the abnormal rise in the price of cotton during the rebellion in the United States has proved an element of disorder. Again, we ourselves may have made some nistakes in respect to our proceedings and relations with the Baroda State, and final- ly I am confi lent that at the present time His Highness is sincerly anxious to follow our advice and reform his administration. Nevertheless, on a general and dispassionata review of the whole case, considered in its political bearings under the three heads above enumerated, I am of opinion that the complicity of His Highness in the recent attempt to poison, taken in con- nectoon with His Highness' personal antecedents, and with the heretofore general and protracted maladministration of the state, renders it obligatory on me to accept the alternative which I recently alluded to as a possibility, and to deferentially submit to His Excellency the Viceroy and Governor General of India in Council my “ solemn “ recommendation that the Gaekwar State be saved by the desposal from power of its " ruler, and by the inauguaration of a minority or other mode of Government under + suitable conditions."
