(( १३०) मल्हारराव महाराज गायकवाड यांचा खरा इतिहास. टांत तर बडोद्याच्या राज्यकारभारावर इतके जबर आरोप आणिछे आहेत की, ते त्यांनी पाहिले कमिशन नेमण्यापूर्वी देखील आणिले नव्हते. या रिपोटर्टातील प्रत्येक मुद्दा घेऊन त्याजविषयीं टीका करीत बसणे हें ग्रंथवि- स्तारास कारण होईल. यासाठी कर्नल फेर यांच्या दुराग्रही स्वभावाचें योग्य रीतीनें प्रगटीकरण करितां येईल, अशीं त्या रिपोटांतील थोडीशी वाक्यें येथें दाखल करून 'त्यांविषयीं विचार केला असतां बस होईल. या रिपोर्टाचे १४२वे कलमांत त्यांचे म्हणण्याचें ताप्तर्य असे आहे की कमिश- न उठून गेल्यापासून आजपर्यंत कोणत्याही प्रकारची सुधारणूक करण्यांत आली नाहीं. याहून उलट पुष्कळ महत्वाच्या गोष्टींमध्ये राज्याची स्थिति इतकी वाईट झाली आहे कीं, तशी गत वर्षी देखील नव्हती. कमिशनास व सरकारास जीं वच- ने दिली आहेत त्यांपैकी एक देखील पूर्णपणे पाळिलें नाहीं. * कलम १५९यांत तर कर्नल फेर यांनी मल्हारराव महाराज यांजवर दुष्ट आरोप आणण्या- चा प्रयत्न करण्याची सीमा करून सोडली. ('Political agitation') हे या कलमाचें सदर आहे. त्याचा शब्दार्थ काय असेल तो असो. या कलमांत जे विवरण केले आहे, त्यावरून त्या शब्दाचा भावार्थ समजावयाचा. मल्हारराव महाराज इंग्रजसरकारचें ●राज्य बुडविण्यासाठी कांहीं मसलती करीत आहेत अशा अर्थाचें कर्नल फेर यांचें ह्मणणे आहे, आणि त्याबद्दल त्यांच्या ज्ञानाप्रमाणे त्यांनी प्रमाणे दाखविलीं आहेत. तीं ही:- इंदापूर आणि सोलापूर येथील लोकांस बडोद्यास येण्याविषयीं उत्तेजन देण्यांत आले आहे. ज्यांचा झोंक फंदफितूर उठविण्याचा आहे अशीं पुस्तकें गायकवा- डांच्या खाजगी छापखान्यांत छापून चहूंकडे प्रसिद्ध करण्यांत आली आहेत. आ आणि गायकवाडांचे जासूद नेहेमीं दक्षिणेंत आणि कोंकणांत जातात. हो गोष्ट रा- ज्यकारस्थानची असून, याविषयीं जिल्ह्याच्या अधिकाऱ्यांनी सावधागरी ठेवणें यो. ग्य आहे.
- “ My object in enumerating these points is to show that since the departure
of the Commission in December 1873 no improvement whatever has manifested itself in the various points referred to; but, on the contrary that in many important re- spects the condition and relations of this State are in a decidedly worse condition than they were at this time last year, as yet none of the promises made both to the Com- mission and to Government having received substantial fulfilment. (Blue Book No. 4 Page 60 Section 142.) ↑ “ Finally, with regard to the system of political agitation which has been systematically persisted in ever since the precedence question was raised and advocat- ed by Mr. Dadabhai Nowrojee at the end of 1872, I would call to mind my various confidential memoranda on the subject since May last, showing amongst other matters that certain persons from the Indapoor and Sholapoor Districts were encouraged to come to Baroda, and that pamphlets of a seditious tendency were printed in the Gaekwar's private press and widely circulated. Moreover, the daily communication of Gaekwar Agents with our Deccan and Konkan Districts, is a matter of political importance worthy of being watched by our district officers."
