( १०६) मल्हारराव महाराज गायकवाड यांचा खरा इतिहास. १८७४ ची दुसरी एक यादी लिहिली की, कामदार लोकांविषयीं मीं मोठी उत्सुक ता दाखविली असतां मला त्याबद्दल निराश केलें. सुधारणूक करण्यासाठी दिलेला अवकाश फार थोडा आहे, आणि प्रत्येक घटका महत्वाची आहे, यासाठी मुंबई • सरकारांनी पुनः याबद्दल विचार करून मनःपूर्वक सहाय्य करावें. पगाराबद्दल व •पेनशनाबद्दल फी भरावयाची त्याजाविषयीं, आणि दुसऱ्या ज्या गोष्टी उचित वाटती- ल त्यांविषयीं, योग्य वाटेल तसा मुंबई सरकारांनी ठराव करावा. याविषयीं आमची हरकत नाहीं; पण लोक आझांस लवकर मिळतील असे करावें. या विनयपूर्वक विनंतीकडे मुंबई सरकार यांनी तिळमात्र देखील लक्ष दिले नाहीं. प्रत्येक घटका जेथें महत्वाची होती तशा प्रसंगी तारीख ८ आक्टोबर सन १८७४ पर्यंत, ह्मणजे सुमारें एक महिन्याचे जवळ जवळ हे प्रकरण त्यांच्या दप्तरांत तसेच पडून राहिलें. सदहू तारखेस

रोबर आपला ठराव आणि दुसरे कागद त्यांजकडेस पाठविले, तेव्हां गव्हरनर जनरल यांस समजलें कीं, गायकवाडांनीं ब्रिटिश सरकारच्या नौकरींतील लोक मदतीसाठीं मागितले असता त्यांत देण्यांत आले नाहींत. पराकाष्ठेची मदत देण्याविषयी आपण मुंबई सरकारास लिहिले असता त्यांनी याप्रमाणे हयगय केली याबद्दल त्यांस राग त्यांनीं तारीख १९ आक्टोबर रोजी लागलींच एक तार पाठविली कीं, जे लोक गायकवाडांनीं मागितले आहेत ते विशेष कामासाठीं ह्मणून स्पेशल ड्युटीवर पाठवावे; आणि तारीख २० आक्टोबर रोजी त्याबद्दल एक चरचरीत पत्री आला. ब्ल्यू बुक नंबर ४ पान ७२ पहा. ↑ “ It is matter of regret to His Excellency the Governor-General in Council that, although His Highness the Gaekwar applied on the 17th of August ( a little more than a fortnight after he received the decision of the Government of India upon the report of the Baroda Commission ) for the assistance of officers in carrying out the reforms which the Governor-General in Council required him to introduce, no effective steps appear to have yet been taken by the Bombay Government to carry out the in- structions conveyed in paragraph 7 of my letter, dated 25th July 1874. No action whatever appears to have been taken on the renewed appeal for help which the Gaek- war preferred on the 12th September, and which was submitted under cover of your letter of 8th October, without opinion or remark. • The Governor-General in Council does not consider that terms of the Resolution of the Bombay Government, No. 5238, dated 7th September, were caleu- lated to invite the assent of the officers named to the offer of the Baroda Durbar, or that any communication was addressed to them expressing the wish of the Govern- ment of Bombay that they would accept the offer. As the Government of Bombay in- timated that they would not object to the employment of the officers named, it is presumed that the arrangements as to the powers to be vested in them and the con- ditions of their employment (except in the unimportant matter of pension and leave allowances in respect to which the Gaekwar subsequently intimated his readiness to agree to any special arrangements that might be wished) were considered satisfactory. Under these circumstances, active assistance should have been given to the Gaekwar under the instructions of 25th July, and if the services of the men selected by His Highness could not be granted, the names of other men should have been suggested rto him, and the officers selected should have been sent on speeial duty under orders of His Excellency the Governor of Bombay in Council. To this effect I telegraphed yesterday under instructions of the Governor-General.
