कर्नल फेर यांच्या गैरवर्तनाचा योग्य परिणाम. याबद्दल मुंबई सरकारास दोष देण्यांत मोठा घोटरणा झाला आहे खरा, परं- तु कर्नल फेर यांनी गवरनर जनरलव्या हुकुमाचा अपमान केला होता म्हणून मुंबई सरकारांनी त्याबद्दलची कच्ची वर्दी गवरनर जनरल यांस देगें अवश्य होते. ती. त्यांनी दिली नाहीं. कर्नल फेर यांनी दादाभाई यांस दिवाण नेमूं देऊं नये याविष यीं मुंबई सरकार बरोबर जी तक्रार घेतली त्याबद्दलचीं वाक्यें टिपेंत लिहिली आहेत त्यांवरून त्यांनी गवरनर जनरलच्या हुकुमाची किती अमर्यादा केली तें स्पष्ट कळून येतें. मुंबई सरकारांनी गवरंनर जनरल यांस हकीकत कळवितांना ज्या वाक्यांचा उपयोग केला आहे ती ही आम्ही टिपत लिहिली आहेत. त्यांवरून मुंबई सरकारां- नीं हिंदुस्थान सरकारास जितकें लिहिण जरूर होते तितके लिहिले किंवा नाहीं आणि जर लिहिले नाहीं तर स्वाभाविक रीतीने तो मजकूर महत्वाचा नव्हता ह्मणून कळविणें वर्ज केला किंवा कसे याचा विचार वाचकांनी करावा. महाराजांनीं तारीख १३ सप्टेंबर सन १८७४ रोजी नाना साहेब खानवेलकर यांस प्रतिनिधीचा आणि दादाभाई यांस दिवाणगिरांचा पोषाख दिला. दादाभाई अंबारीत बसून जेव्हां राजवाड्यांतून निघाले तेव्हां मल्हारराव महा- राज यांच्या मुखांतून जे शब्द निघाले त्यावरून असें कळून आले कीं, आपल्या राज्याची दिवाणगिरी पारशी यास देण्याचा प्रसंग आला याबद्दल महाराज यांस फार वाईट वाटले. आपल्या राज्यांतील लोकांस वैभवास चढविण्यास त्यांस ज सा आनंद वाटत असे तसाच परदेशांतील लोकांविषयी त्यांस पराकाष्ठेचा तिटका- रा असे; परंतु आपलेच आचरण आपल्या राज्यांतील लोकांस परम अनिष्टतेस · आणि परकीय देशांतील लोकांच्या उत्कर्षास कांहीं काळानें कारणीभूत होणार आहे हे त्या अदूरदर्शी राजास समजले नाहीं. मुंबई सरकारांनी दिवाण यांस मदत देण्याविषयीं कर्नल फेर यांस फर्माविलें हो-
- "Such being briefly our experience of Mr. Dadabhai's measures as an adminis-
trator, even since the receipt of His Excellency the Viceroy's Khureeta, I respectfulliy submit that, so far from our being able to confer military honours upon him, and recommend his continued employment by the Gaekwar, it would be absolutely sub- versive of our own proposals for reform, our own interests, as well as our own lionour and dignity, were we to do so in the face of the actual facts on record; on the contrary we are bouud, I submit, to caution His Highness that a man who has proved himself hitherto to be so bad an adviser, and so utterly devoid of all weight in the State, cannot possibly initiate or carry out that thorongh and lasting reform upon which the present Gaekwar has been solemnly assured that his tenure of sovereign power depends." - “After much consideration the Gackwar decided to appoint Mr. Dadabhoy
Nowrojee as Dewan. The Resident whom the Gaekwar previously consulted enter- tained so unfavourable an opinion of Mr. Dadabhoy's qualifications that the Govern- ment thought it necessary to direct the Gaekwar to be inforned that no objection would be offered to Mr. Dadabhoy's appointment, if His Highness in the exercise of his independent discretion should think proper to appoint him, and that he would receive every assistance from the Resident.'
