( १४२ ) मल्हारराव महाराज गायकवाड यांचा खरा इतिहास. लोकांच्या संबंधाने त्यांस जी हकीगत कळली होती तेंच कायतें प्रमाण होते. सबब या लोकांच्या मोकदम्यांविषयीं कमिशनानीं काय निर्णय केला हे पाहणे फारच महत्वाचे आहे. कर्नल फेर यानी नंबर १३ ता० २५ जून १८७३ रोजी मुंबई सरकारास रिपोर्ट केला त्यांत विजापूर परगण्यांतील पांच गांवचे ठाकूर उघडपणे गायकवाड सरकारावर बंड करण्यास उठले आहेत व त्यानीं साबरमतीच्या किनाऱ्यावर मजबूत ठिकाणाचा आश्रय करून सुमारे एक हजार कोळी लोक जमा केले आहेत असें लिहिले होते. ही बातमी आपणास महाराजांच्या दिवाणानी कळविली असे त्यांचे म्हणणे होतें. * त्यानंतर त्यानी नंबर ??? तारीख ४ जुलई सन १८७३ रोजी याबद्दल दुसरा एक रिपोर्ट केला होता, त्याच्या शेवटी असें लिहिलें होतें कीं, स्वतः महाराज आणि त्यांचे दिवाण यांनी या कामांत जो दुराग्रह दाखविला आहे त्यावरून त्यांजकडून त्याबद्दलचा योग्य निकाल होईल अशी आशा नाहीं, आणि ठाकूर लोकांस जर दाद दिली नाहीं तर विजापर परगण्याच्या स्वस्थतेचा भंग होईल इतकेच नाहीं, पण आपल्या अमदाबाद जिल्ह्याच्या आणि त्या लगत आपल्या नजरे खाली जी दुसरी संस्थाने आहेत त्यांच्या स्वस्थतेचा देखील भंग होईल. हक्क देण्याविषयीं दरबाराकडून हरकत होईल तर एक स्पेशल कमिशनर सरकारानी नेमला पाहिजे. कडी परगण्यांतून घ्यावा. + यासाठी ठाकूर लोकांचे वास्तविक त्यांच्या दाव्याचा निकाल करण्याकरितां आणि त्याचा खर्च गायकवाडाच्या नामदार गवरनर जनरल यानों कमिशन नेमण्याचा ठराव करून मल्हारराव महाराज यांस तारीख १६ आक्तोबर सन १८७३ रोजी खलिता लिहिला त्यांत महाराजांच्या राज्यांत भय प्रदर्शक बखेडे होऊं लागल्याविषयीं, जे एक वाक्य आहे ते विजापूरच्या ठाकूर लोकांच्या बखेड्यास उद्देशून असून प्रत्यक्षपणे बंड करण्यास प्रवृत्त झाल्याबद्दल
- In continuation of my telegram of this date, I have the honour to acquaint you, for the information of His Excellency in Council, that His Highness the Gaek- war's minister brought to my notice yesterday that the five Thakoors, who have been representing their grievances to the Resident since October last year, as reported by me in the Administration report for 1872-73, have now broken out into open rebellion- and have taken to the strong ground on the banks of the Saburmatec with about a thou, sand Kollee followers. +"Both His Highness and his minister having presistently denied that these men have any grievance whatever, it is unreasonable to suppose that they will really settle the questions at issue between them, and, as many of the subjects of com- plaint are such as seriously to endanger not only the peace of the district in question, but our own also in the Ahmedabad Zilla and adjoining states under our management; I would respectfully submit for the consideration that an authoritative mode of set- tlement is essential, and that should the Durbar fail to satisfy the just demands of these Thakoors, a special Commissioner be forthwith appointed to settle the points in dispute; all expenses for his pay and establishment being defrayed from the Gaekwar's Kuree district, " (Baroda Blue Book No- 1.
