(११९ ) आहे की, चाकराने अमुक वर्षे चाकरी केली पाहिजे; आणि कोणी फारच महत्वाची चाकरी केली, तर त्यास मात्र त्याच्या हयातीपर्यंत अयवा एक दोन पुस्तपर्यंत कांहीं नेमणूक देतात, परंतु वंशपरंपरेची नेमणूक कर्धीही देत नाहींत. निरुपयोगी खर्च कमी करून राज्य कर्ज मुक्त करावे ही राज्यकारभार चालविण्याची रीतच आहे. लोकांस मोठ्या नेमणुका करून देऊन राज्य कर्जंत बुडवावे हे मला आवडत नाहीं. माजी महाराजांनी राज्यास फार कर्ज करून ठेविले होते, ते मी जवाहीर विकून फेडून टाकिले असून आतां मी पुन: कर्जाचा भार डोक्यावर घेण्यास इच्छित नाही. ठरावाप्रमाणे शिलेदार लोकांची पगार घेण्याची इच्छा नसेल तर त्यानों नौकरीचे राजीनामे पाठवून द्यावेत ह्मणजे जुन्या नेमणुकीप्रमाणे पगार चुकवून देईन. पण मी कांहीं त्यांस बरतर्फ करण्यास इच्छित नाही, असे असतां मला जर ते कांहीं इजा देतील तर ब्रिटिश सरकारास मदत करावी लागेल. नव्या तुम्ही पाठविलेली निनांवी अर्जी मी वाचली. त्यांत तीन लक्ष रुपये शिलेदार लोकांच्या नेमणुकी चालविण्यासाठींच इंग्रज सरकारांनी गायकवाड सरकारास माफ केले आहेत, अशा अशा खोट्या गोष्टी लिहिल्या असून तो अर्जी कोणी लिहिली हे समजत नसल्यायु के त्या अर्जीतील हकीगतीवर कांहीं विश्वास ठेवितां येत नाही.* वर लिहिलेल्या हकीकतीवरून शिलेदार लोकांच्या फिर्यादीचे सामान्य स्वरूप काय होतें, आणि त्या संबंधानें मल्हारराव महाराज आणि रेसिडेंट साहेब यांचे ह्मणणे काय होतें हें स्पष्टपणे दिसून येते. कर्नल फेर यानीं शिलेदार लोकांबरोबर सरदार लोकांसही गोवले आहेत, पण महारा- जानी रेसिडेंट साहेब यांस जें उत्तर पाठविले त्यांत फक्त शिलेदार लोकांसंबंधीच मज- कूर होता. त्यानी सरदार लोकांच्या नेमणुकी कमी केल्या नव्हत्या, व त्याबद्दल कोणी निनांवी अर्जीने देखील रेसिडेंटाकडे फिर्यादी केली नव्हती.
