( १११ ) रेसिडेंट यांच्या म्हणण्यांतील एकंदर तात्पर्य असे आहे की, नेटिव संस्थानिकांच्या पोलिटिकल एजंटाच्या तर्फे अपवा ब्रिटिश सरकाच्या मुलखाच्या माजिस्त्रेटांच्या तर्फे रेसिडेंट साहेब याण तहनाम्याअन्वये दिलेली सला जरी सयुक्तिक, न्यायाची आणि मित्रत्वाची असली तरी ती गायकवाड कधीही अमलांत आणीत नाहींत. सन १८७१ च्या सालापासून आजपर्यंत अर्शी पुष्कळ उदाहरणे दाखविण्यांत येतील. ही स्थिति हल्लींच्या राज्यकारभाराच्या रीतींत कांहीं फेरबदल न झाल्यास जशी आहे तशोच पुढे राहील. कमिशनाच्या म्हणण्यांतील भाव असा आहे की, या वर्गातले मुकदमे तपासण्याची संधी मिळाली नाही, यामुळे या प्रकरणाबद्दल गायकवाड सरकारावर जो आरोप आणिला आहे त्याविषयों कमिशनाच्याने अभिप्राय देववत नाही, तथापि कमिशनास असे दिसते की, जर दोन्ही सरकारच्या दरम्यान झालेले करार अस्तित्वांत असतील आणि त्यांस अनुसरून योग्य रीतीनें वादाचा निकाल करण्याची सवड असेल तर त्या संबंधानें सांप्रतची स्थिति चांगली नसणे ही गोष्ट ज्या ब्रिटिश अधिकाऱ्यांकडे गायकवाड सरकारास करारांतील शर्ती अमलांत आणणे भाग पाडण्याचे काम आहे त्यांस मोठी लज्जास्पद आहे, आणि रेसिडेंट याणे कडक शब्दानें जी टीका केली आहे त्याचा सर्व बोजा ज्या अधिकाऱ्यांनी आपले कर्तव्यकर्म बजावण्यांत हयगय केली असेल त्यांजकडेस येईल. आणखी कमिशनास असे सांगणे जरूर आहे की, गायकवाड सरकारच्या मुलखांतील Backward. ] Governments provide, as it is presumed they do, adequately for the settlement of such questions as those referred to, the existence of the present unsatisfactory state of affairs is a serious reproach to the British authorities concerned, whose duty it was to hold the Gaekwar's Government to the due performance of its obligations. under the terms of such engagements, and that it is impossible to avoid the impres- sion that some share of the responsibility for the existing defects and want of proper system, depicted in such strong terms by the Resident should be laid to their neg- lect of their duty. "" “ The Commission wonld farther remark that 3 portion of the difficulties complained of may possibly be due to a too minute interference on the part of the Political Officers concerned, in behalf of the claims or possessions of Mahi Kanta and Rewa Kanta Hakdars within the limits of the Gaikwar's jurisdiction. The adjust- ment of such claims, &c., elsewhere, under similar circumstances, is, as & rule, left wholly to the Native Government, and is not made the subject of interference by the British authorities. The Commission is not in the possession of the information required to enable it to judge if a contrary practice in Gujerath has aggravated the natural difficulties of maintaining good working relations with the Gaikwar's Go- vernment in respect of these iutermixed jurisdictions, but the point is one that ap- pears to it to merit attention, as a constant interference by Political Officers in such matters, where the right to do so does not clearly exist, is at all times exasperating to a Native Government, and renders the maintenance of reciprocal and friendly relations with it in the disposal of matters at issue in adjoining frontier districts extremely difficult, if not impossible.
