विष हिंदुस्तानच्या हृदयांत ओतलेच होतें. सर्व देशं दुःखावेगानें कण्हत होता. यामुळे नवीन गव्हर्नर जनरलनें कसें धोरण ठेवावे याबद्दल गोपाळरावांनी त्यास कौन्सिलमध्ये सल्ला दिला. १९०६ मध्ये मिंटाच्या कारकिर्दीतील त्यांचे पहिले भाषण झाले. या व्याख्यानांत सर्व प्रांतांतील कर-जमिनीवरील कर- जे होते त्यांची माहिती सांगून हे कर कमी करण्यांत यावे, मिठावरील कर जास्त कमी व्हावा आणि जमिनीवरील आकारास कांहीं तरी एक मर्यादा घालावी असे त्यांनी सांगितले. ईजिप्तमध्यें जशा शेतकऱ्यांसाठी पतपेढ्या असतात, तशा आपल्या देशांत सरकारने स्थापन कराव्या कालव्यांची सुधारणा करावी; पाटबंधारे जास्त वाढवावे; शेतीमध्ये सुधारणा घडवून आणाव्या; धंदेशिक्षण आणि औद्योगिक शिक्षण यांवर पुष्कळ खर्च करून देशांत या ज्ञानाची वाढ होईल असें करावें; यासाठी अविरत प्रयत्न करणे सरकारचें कर्तव्य आहे; प्राथमिक शिक्षण सक्तीचे व मोफत असावें; आरोग्याची सोय करणें, चांगल्या पाण्याचा पुरवठा होण्याची व्यवस्था करणें इत्यादि शेकडो बाबींत सरकारने सुधारणा करण्यासाठी झटून प्रजेचा दुवा घ्यावा. सरतेशेवटीं गोखले म्हणतात, "My Lord, the whole East is today throbbing with a new impulse vibrating with a new passion— and it is not to be expected that India alone should continue unaffected by changes that are in the very air around us. We could not remain outside this influence even if we would We would not so remain even if we could.
