सर रिचर्ड मोडचे कमिशन. (२१३) पंच स्वतंत्रतेने अभिप्राय देतील ही गोष्ट सांप्रतच्या स्थितीप्रमाणे अगदी अशक्य आहे, आणि पंचांनी स्वतंत्रपण निकाल केला आहे असे राजाच्या व लोकांच्या मनांत उतरून देणे सर्वथैव अशक्य आहे. या कारणाकरितां या कामामध्ये उलट मत देणे मला भाग पडले आहे. * या त्यांच्या अभिप्रापावरून ते किती स्वतंत्र विचाराचे असून सत्याची त्यांस किती वाड आहे हे स्पष्ट समजतें, आणि स्टेट सेक्रेटरी यानी त्यांच्याच मतास अनुसरून शेवटचा निकाल केला आहे. आतां बडोद्यांतील कामदार लोकांविषयी एकंदरीने कमिशनांतील अधिकाऱ्यांचा जो ग्रह झाला होता स्पाबद्दल स्पांत विशेष दोष न देतां कामदार लोकांनी आपल्या नशीबास यात्रा है आस्त शहाणपणाचे आहे. मल्हारराव महाराज यांच्या व नानासाहेब खान- विलकर यांच्या अनवरूप गाढ अंधःकारांत त्या कामदारांच्या नवरूप स्वल्प दिपाचा प्रकाश कोणात दिसलाच नाही तेथे दुसऱ्यानी करावे तरी काय. आतां आज कर्नल फेर यांचे वर्तन कोणत्या प्रकारचे होते व ते बडोद्यास रेसिडेंटाचे हुद्यावर राहिले असतां बडोद्याच्या राज्यांत अपेक्षित सुधारणूक होईल किंवा नाहीं याविषय सर रिचर्ड मोड साहेबांसारख्या राजकार्य धुरंधर पुरुषास अज्ञान होते असे नाही, परंतु त्याबद्दल त्यांस उघडपणे कांहीं बोलतां येत नव्हते. नामदार लार्ड नार्थब्रुक यांनी समक्ष कर्नल फेर यांच्या स्वभावाविषयी सांगितले होते असे दिसते. पण लार्ड नार्य ब्रुक यांस असे वाटले की, कर्नल फेर यांस मी जे हुकूम देत आहे त्यांतून इकडे तिकडे सरकण्यास त्यांस जागा नाहीं सबब ते रेसिडेंटाच्या हुद्यावर राहिले असतां राज्यकारभारांत सुधारणूक करण्याच्या कामांत कांही हरकत येणार नाहीं, परंतु यांत ते चुकले. फेर पराकाष्ठेचे अज्ञाभंजक होते हे त्यांस मग कळून आले. कर्नल I regret that I cannot concur in this despatch to the Government of India for the following reasons:-In the first place, I think it goes a great deal further than the Government of India meant in their letter No. 210, dated 23rd February 1880, where they distinctly said that they " do not contemplate any considerable territorial readjustments." Secondly, as regards the Mysore State, we are in the position at present, of trustees; and are in my opinion, bound by the general rules of equity which in all civilized countries bind trustees * These instructions (as contain ed in Sir Stafford Northcote's despatch) of Her Majesty's Government seem to me in sprit if net in letter, to prevent the Indian Government from taking any action with a view to territorial readjustment, the increase of the subsidy, or any other great question in connection with Mysore, until the " young Prince is put in possession of the administration." For this reason, and also on account of our delicate position as trustees for the Prince I would deprecate even the trifling readjustment of terri tory in our own interest, which the Government of India suggest should be made by a Joint Commission. For it must be distinctly borne in mind that it would be almost impossible for a Joint Commission under the circumstances, to be independent; and quite impossible to persuade the Prince and people of Mysore that it was independent. For these reasons, I regret, that I have been compelled to record my objections to the very limited readjustment which the Government of India contemplate.
