( १०५ ) १. परराज्य संबंधी सर्व व्यवहार आजपर्यंत जसा निखालसपणे ब्रिटिश सरकारच्या हातांत' राहिला तसाच पुढेही राहील. २. ब्रिटिश सरकारच्या जामीनगिरीने सावकाराबरोबर केलेले करार महाराजांनी पूर्णपणे पाळले म्हणजे त्यांच्या देशांतील राज्यव्यवस्थेबद्दल ब्रिटिश सरकार महाराजांस लगामी धरणार नाहीत. ३. प्रत्येक वर्षाच्या आरंभी एकंदर जमा आणि खर्च या संबंधी जी व्यवस्था करण्याचे महाराजांचे मनांत असेल त्याविषयीं रेसिडेंट साहेब यांस माहिती द्यावा. रेसिडेंट यांची मर्जी होईल तेव्हां त्यांस दरबारचे हिशेब पाहू द्यावे आणि एखादा मोठा खर्च करण्यापूर्वी रेसिडेंट यांचा मनसुबा घ्यावा. ४. दरबारचे प्रधान आणि दुसरे लोक यांजबद्दल ब्रिटिश सरकारानी पतकरलेली जामोनको महाराजानी पूर्णपणे पाळावी. या चार कलमामध्ये पहिले आणि तिसरे हीं जीं दोन महत्वाची कलमे आहेत ती तर अगदी रद्दी कागदाप्रमाणे झाली आहेत, असे कर्नल फेर यानी सदहूं रिपोटीच्या नववे * कलमांत लिहिलें होतें. सदद्दू रिपोर्टच्या दहाव्या कलमांत कर्नल फेर यानी गायकवाड सरकारानी इंग्रज सरकाराबरोबर केलेल्या कराराविरुद्ध परदेश संबंधी कामाकाजांत कोण कोणत्या प्रकरणांत कसकसे वर्तन केले आणि त्याबद्दल पुढे काय उपाय योजिले पाहिजेत याबद्दल तपशील सांगितला होता. या कलमावरून कर्नल फेर यांचे राजकीय कामासंबंधी ज्ञान कितपत होते याचे बरेच प्रगटीकरण झाले आहे. आणि मल्हारराव महाराजांविषयीं त्यांचे
- “ By the term ' rcins ' which I have just used, I mean the stipulations which the Honourable Mountstuart Elphinstone made with the present Gaekwar's father Sayajee Rao when he handed over to him the internal management of the affairs of his State in 1820 viz; -
(1) That all foreign affairs should remain as hitherto under the exclusive ma- nagement of the British Government. (2) That His Highness Sayajee Rao should not be restrained in the management of the internal affairs of his State, provided he fulfilled his engagements to the bankers, for the due performance of which the British Government was guarantee. (3) That the Resident should be made acquainted with the plan of finance which His Highness might determine on at the commencement of each year, and should, whenever he chose, have free access to the accounts, and should be consulted by His Highness before incurring any new expenses of magnitude. (4) That the guarantees of the British Government to Ministers and other individuals should be scrupulously observed."
