A general should see furthar than his officers and his army, and cannot explain while battles are going on, every move in the campaign He is to be justified or condemned by his results. : Annie Besant's Presidential address at the Indian National Congress 1917. ] राजकारणाचें वातावरण प्रायः कधींच शान्त नसतें. मानवजातीची "राजकीय चळवळ म्हणजे बहुधा तुफानांची मालिका होय. सामाजिक औ योगिक, शैक्षणिक चळवळी वादळी वातावरणांत राजकारणाइतक्या गुर- फटलेल्या असत नाहीत. पण राजकीय चळवळीचा स्वभावच असा आहे कीं, तुफान केल्याविना ती आपलें अभीष्ट साध्य करूं शकत नाहीं. इसापनीतीं- तल्या नावाड्याप्रमाणे वारा जरा पडलेला व समुद्र जरा शांत पाहिला म्हणजे कोणीही खुशालचंद माणसानें राजकारणाच्या पाण्यावर शीड उभा- रून गमतीखातर सहल करण्यास पुढे सरसावूं नये. कारण लहान दिसणारी लाट थोड्याच वेळात पर्वतप्राय होते, शांत वाटणारे वारे अल्पावधींत झुंज खेळू लागतात, व पांच मिनिटांपूर्वी जेथें सामसूम दिसत होतें तेथें आका-
