आवश्यकता स्पष्टपणे बोलून दाखवली. त्यांच्या भाषणातला हा उतारा अत्यंत बोलता आहे -
'Even now, if you are not willing to keep them (I.C.S. and other Central services), find out your substitute and many of them will go; the best of them will go. I wish, to assure you that I have worked with them during the difficult period (of partition and communal riots) - I am speaking with a sense of heavy responsibility - and I must confess that in point of patriotism, in point of loyalty, in point of sincerity and in point of ability, you cannot have a substitute. They are as good as ourselves, and to speak of them in disparaging terms in this house, and to criticize them in the manner, is doing disservice to yourselves and to this country. This is (my) considered opinion.'
पिवळ्या हॅटचा ऊर हे वाचताना भरून येतो व तिला नोकरशहांचा अभिमान वाटतो, कारण लोकशाही व्यवस्थेत राज्यकर्ते बदलत असतात, धोरणे बदलत असतात. आज तर देशात व राज्यात आघाड्यांचे सरकार आहे. अशा वेळी देशकारभाराचा गाडा कमी-अधिक प्रमाणात का होईना सुरळित चालू आहे, त्याचे श्रेय ब्यूरॉक्रसीला दिले पाहिजे. नोकरशाहीची ही उजळ बाजूही नागरिकांनी लक्षात घेतली पाहिजे. देशाचे पंतप्रधान डॉ. मनमोहन सिंग हेही अर्थमंत्री होण्यापूर्वी बराच काळ वरिष्ठ दर्जाचे प्रशासक म्हणून कार्यरत होते, हे विसरून चालणार नाही. तसेच यशवंत सिन्हा व अजित जोगी हेही पूर्वीश्रमीचे आय.ए.एस. अधिकारीच होते. सध्याच्या लोकसभेच्या सभापती मीराकुमार यांनी दहा वर्षे भारतीय परराष्ट्र सेवेत घालवली आहेत. या उदाहरणांवरून हे सिद्ध नाही का होत, की अधिका-यांनी देशाच्या प्रगतीत आपला वाटा योग्य रीतीने उचलला आहे?
पिवळ्या हॅटला तेव्हा आणखी एक मोठा दिलासा मिळाला, जेव्हा भारताच्या तरुण पिढीचे 'आयकॉन' इन्फोसिसचे नारायण मूर्ती यांनी एका लेखात आय. ए. एस बद्दल प्रशंसनीय उद्गार काढले. त्या लेखातले नारायण मूर्तीचे हे मत पाहा -
